Why this works

Why the usual fixes fall short
The classic fix is a high-pass filter, since wind sits low, so you roll off the bottom end. But your voice lives down there too, so you thin the voice before the wind is gone. Wind also comes in gusts, so noise reduction, which wants a steady sound to learn, lets each gust punch through.
Honest heads-up
Light, steady wind cleans up well. A hard, roaring gust sitting right over the voice is the tough case, expect it to come down rather than vanish. If the wind is brutal and the voice is the simpler thing to name, flip it: use Keep on "people speaking" to hold the voice and let the wind fall away.
